Am I allowed to say it's the wrong section?

A answer of mine was reported. I didn't only answer, I also told the asker he asked in the wong section, and requested he use some punctuation. Does that violate a rule? Should I have reported the question for being in the wrong section? (doesn't sound courteous to me, but I don't like being reported)
